The Endangered Species Act of 1973 and the Marine Mammal Protection Act of 1972, amended 1994, require validation of the applicant's qualifications prior to issuance of a permit for protected species.
The web-based system contains applications for permits required by the Marine Mammal Protection Act and the Endangered Species Act. Researchers use the system to submit applications for a variety of permits, including scientific research. Information collected by this system may also be used for litigation, civil enforcement activities and criminal law enforcement activities.
The Department will use this information in order to determine eligibility for research permits. Disclosure of this information is permitted under the Privacy Act of 1974 (5 U.S.C. Section 552a) to be shared among Department staff for work-related purposes. Disclosure of this information is also subject to all of the published routine uses as identified in the Privacy Act System of Records Notice COMMERCE/NOAA-12, Marine Mammals, Endangered and Threatened Species, Permits and Authorizations, Applicants.
